NOTES FROM THE ISSS CHAIR

It was great to see so many ISSS members at the LA meeting in March. There is plenty of section and ISA news to report from that meeting. We said farewell to four Governing Council members and welcomed four new ones. Thanks to all who were willing to stand for elections. The new Council members who will serve until 2002 are: Peter Feaver (Duke); Peter Lavoy (Dir, Counterproliferation Policy, OSD, on leave from the Naval Postgraduate School); Carolyn James (Iowa State); and Benjamin Miller (Hebrew University, Jerusalem). I also announced our new section chair at the LA meeting. Joyce Kaufman (Whittier College) will assume section chair duties at the 2001 meeting in Chicago. Congratulations Joyce! Joyce is also serving as the section organizer for the ISSS panels for the Chicago meeting. Our section owes a great deal to Patty Wrightson who organized our panels at the LA meeting. She did a great job (for the second year in a row)! We had a great reception in LA and owe appreciation to Women in International Security (WIIS) and the International Security journal who co-sponsored the reception.

In LA, I attended the ISA Executive Committee and Governing Council meetings. Several proposals emerged from these two meetings, some were accepted while others were considered but delayed. Of immediate interest to you is the decision to raise ISA membership dues (our section dues will not increase). ISA conference pre-registration and on-site registration fees will also increase. I might add that ISA dues and conference fees are currently cheaper than all other associations by as much as 65%. I was surprised and disturbed to find out that about 400 conference attendees do not register, and many of these are chairs, panelists, and discussants. Also discussed at the meeting, and debated at length, is the proposal to hold contested presidential elections in which the members will participate. This is already an ISA constitutional provision, but we haven’t followed it. There are many benefits and costs to a contested election process and you’ll be able to review these issues in an upcoming edition of International Security Perspectives (ISP). Even yours truly voices her opinion in that edition. A new element related to upcoming ISA conferences that may take some getting use to--there won’t be a published preliminary program. The venues for the upcoming ISA meetings are Chicago (2001), New Orleans (2002), Portland (2003), Montreal (2004), and Hawaii (2005). I’m happy to report that ISA membership is up, with one-third of our members coming from overseas.

The 2000 ISSS Annual Section Meeting will be in Denver in November. The theme is "Globalization and Security." Look for the Call for Papers later in this Newsletter. This will be a joint meeting sponsored by three strong organizations: ISSS, the International Security and Arms Control (ISAC) Section of APSA, and the Denver Council on Foreign Relations. The meeting’s events will be held in several very impressive Denver locations: lunch at the Denver Country Club; dinner at the Adam’s Mark Hotel; and lodging at the four-star Loews Giorgio Hotel. I can’t believe we secured such great rates at this hotel! Thanks to the conference’s co-directors, Paul Viotti (Sec/Tres of ISAC) and David Goldfischer, both from the Graduate School of International Studies, University of Denver. Paul Kan is the Conference Coordinator for Program Development. Join us in Denver for the meeting and stick around for some great skiing afterwards!

We continue to be very strong ISA section in terms of membership, section activity and finances. We all have a role to play in this.

Don’t forget to encourage your colleagues and students to join the section. One final note. Join me in congratulating our former section chair (1997–1999), Dan Kaufman. Brigidier General Kaufman is now the Dean at West Point. We can say we knew him when …

Call for Governing Council Nominations

The International Security Studies Section of the ISA is seeking eight nominations from members of the Section to fill four Governing Council vacancies to serve for a three year period 2001-2004. In accordance with the Sections Constitution the Ballot must include one Non-North American member, should include one Student member and is desirable to have a member from each Region. The closing date for nominations is 30 October 2000. The Nomination Committee will then select eight ballotees for the ballot, which the entire Section will vote upon in January 2001 to select the four new Governing Council Members. Civil-Military relations Workshop (Ten panels): ECPR University of Canterbury at Kent 6-10 September 2001. Civil-military Relations has evolved from being regime theory during the Cold War to encompass a wide range of considerations. It may be the decision making process in strategy formulation; the relations between armed forces and society in gender or religion issues; training; procurement; accountability or even the considerations in Combined and Joint Task forces involving more than one military and more than one civil eg in humanitarian or peace-keeping operations or NATO.
