The Cyberspace Policy Research Group (CyPRG), at the Univ. of Arizona, Tucson and George Mason Univ., studies diffusion and use of World Wide Web in governments worldwide, particularly in terms of organizational openness and internal effectiveness. 

Every year CyPRG:

-scans Web for new sites
-evaluates, records key data
-organizes comprehensive database of national-level government agencies

Hypotheses

-Openness: function of transparency, interactivity
-Effectiveness: function of web control
